I will say that I went to a Catholic School and they would have done the same, but NO facial hair and short hair were part of the dress code/uniform. I wore a jacket and tie throughout high school. So if it was a uniform thing, I'd get it.
I live in the UK, where most schools have uniforms, and I've never heard of this kind of rule. Lots of my male friends had long hair. I don't think this would be any more acceptable as part of a uniform.

In a public school, things like that shouldn't be left up to the arbitrary whims of the school board. If something doesn't interfere with learning or well-being (okay, that's subjective, but people should be able to use reason and logic here), it's NOT a school matter.
When I was in high school, a gay male student got sent home from school for wearing stretchy black pants with a long T-shirt over it...basically something you'd see in a Wham! video. It was absurd, and his suspension was a lot more distracting and sensational than the actual outfit.
If he hadn't cut his hair in two years, were they waiting for it to hit his shoulders before even saying anything about it? I think the family has a good lawsuit on their hands.
